Use regedit.exe to manually remove from the Windows Registry the keys below:

How to remove Throttle from your computer with Advanced Uninstaller PRO

6. Scroll the list of applications until you find Throttle or simply click the Search feature and type in "Throttle". If it exists on your system the Throttle application will be found very quickly.
